Building block for modern administration

Representatives of German cities show great interest in the new Kern 24/7 identification terminal

The interest was great and the response was extremely positive: Around 60 representatives of German cities and municipalities were convinced of the advantages of the 24/7 Smart Terminals at the Kern headquarters in Bensheim. In particular the use as identification and document terminal was in the focus of the getting to know days. Employees from several large cities, medium-sized centres and smaller municipalities were represented.
In order to simulate real operation as realistically as possible, a "citizens' office" was set up in which the individual steps were played through in detail: When an application is submitted to the citizen's office, the citizen decides to pick up his or her identity card or other documents at the issuing terminal. Contact data such as mobile phone number or e-mail address are recorded in a web-based system. The system automatically generates a booking number and triggers an e-mail or SMS to the applicant. When the Bundesdruckerei ID documents arrive at the citizens' office, they are placed in the terminal by the employees according to the four-eyes principle. They then scan the barcode and an empty compartment opens. As soon as the compartment is closed, the citizen automatically receives an SMS or e-mail containing a PIN code. The documents are then available in the terminal for seven calendar days.
During collection, the applicant enters the PIN code and is then prompted to read the fingerprint. After successful matching of the data, the compartment in which the document is stored opens. The highest data protection and security requirements are taken into account.
The representatives of the cities and municipalities were very interested and convinced themselves of the various functions. Especially the security aspect was in the foreground of the visitors. Here, the terminal can score points with several security levels and criteria for identification. As the responsible persons of the municipalities unanimously confirmed, authorities and administrations are enormously challenged with regard to the increasing digitization to submit appropriate offers to the citizens. Those responsible see the ID terminal as a central element in presenting themselves as a modern administration. Citizens benefit from the detachment of rigid opening hours and the elimination of annoying waiting times. As part of a pilot project, an ID terminal has been in use in the city of Ludwigsburg since spring 2019.
The use of the ID terminal can be extended and also made usable for many other services. For example, administrations can use it to organize the collection of license plates, lost property or many other documents and certificates. Administrative procedures are thus digitized and administrations become modern service providers. "We were very pleased about the great interest and the positive feedback and are pleased to accompany cities and municipalities on their way to digitization with our ID terminals," said Kern Managing Director Rainer Rindfleisch.
In addition to the identification terminals, the Home Terminal and the refrigerator and freezer versions were also presented at the Getting to Know Days.
Further opportunities to experience the 24/7 Smart Terminals in action at close quarters will be at the 20th City Assembly of the Niedersächsischer Städtetag from 25 to 26 September 2019 in Lünbeburg and from 16 to 17 October 2019 at the Kommunale in Nuremberg.
